Bill is one of the elderly man who Cat talks to in Cat Makes the Elderly Laugh. He does not respond to anything Cat says to him. He lives in a nursing home with Elaine and Parnell just down the street from Cat. Cat tries to make him laugh by pretending they're going to rob a bank together, but it doesn't work and he only gives her a confused look. She also reads him jokes from a 20th-century joke book, but he does not find those funny either, possibly because Cat did not read the entire joke.
He has a baby blue PearPhone.
